Archived Torque Converter lock up issues

My brother's 2004 2500 is running hot. He has had it at dealer, they have replaced radiator, thermostat, pressure cap, water pump, and checked the fan clutch. On the way home, it got so hot he had to pull off road.
 
What about the lower radiator hose? If it gets weak it can collapse and starve the engine of coolant.
 
Did they pop the cap when is was supposedly running hot and temp gauge it ? Did they replace the sending unit? What reference did they have other than the idiot gauge?
 
Is it hot, as in boiling the water out? Might be the head, head gasket or cracked cylinder wall.

Had this happen to me as well. It was on an 89 Toyota Pick up with 350k+ miles. The hose wasnt even that old but it was a cheapo I had bought through AutoZone or some place like that. It was difficult to diagnose because it would only collapse when the engine was under a load. Sitting in the driveway it would idle all day long with no problems. Take it down the road and start working the engine and it would overheat every time.
