    This has happened a lot in past years and they have changed the filter a little about a year ago. you need to know if the filter was still tight or it came loose if the oring broke I would go after cummins you is fleetguard if it came loose they will say someone did not install it properly.     you may want to check your fuel pressure if you don't have a guage but you will have to watch it till it acts up. I have had several customers with failing lift pumps that were just like you turned of the key for a second. Not sure about turbo noise but could be same thing!!
