    Transmission wants to shift but cant

    Transmission wants to shift from 1st to 2nd but then instantly kick down back to first I know it shifted by feeling it and watching rpm drop like it shifted. But only can get it to do if I get 3000rpm or higher any lower it want even try to shift. Anyone can can help?
