I am having similar problems with a 2013 right now. I know this is caused by a short somewhere. Finding it is the challenge. I had a 2015 Ecodiesel blow up with codes, found a spot in the main dash harness that trips them. Have yet to pull it and open it up.

Pull the intake... its the ports between the intake runners. Unless they are tbi heads it is there. Not sure if they make a pump to go in the tank, we just make em work . you can get the wiring pieces or be creative, cut your pickup tube so your pump strainer is on the tank floor. Check out...
Are you sure? Most all pre fuel injection heads have the heat riser built in and you have to use special intake gaskets to block them off. I see this a lot! Also, put the pump in the tank. The frame rail mounted ones can cause issues.
Also... Does your intake still allow the heat riser to work? If so it is heating the underside of the TB. Get a set of FEL Pro gaskets that block the heat crossover, injection doesn't like it!
I've seen those water pumps leak at the weep hole and quit, only to come back later. Also check the lower corner of the oil cooler... . I know this is a long shot but is the hose off the radiator going to the overflow loose and leaking?
I believe it could be electrical also, plug or wires... On a 727, the kickdown makes it downshift. So why doesn't the TVA if its nothing but an electronic cable? Seems to work that way on 03s... ???? I realize gov. psi also determines this and thought was in conjunction with the sol.
I read that part about the TVA which would make you think it had something to do with it... Cerb, the TVA also makes the trans downshift for passing gear right? Which is why I think there is something there... . Possible that the connection may have some corrosion in it or?? Sensors and switches...
