Check your daytime running light module. It should be on the driverside fender, its a black box about the size of a brick but 1" thick. It will have a cable plugged into the end. I replaced mine for about $110. 00.
Just something to check as far as daylights go, not too sure with the dash...

I think you are on to something wrt the wiring and voltage. The truck has very very tiered wiring harnesses. I have found and fixed many wires and terminal ends that have corroded through or off!!
