I pulled the relay and put it back in and everything is working. Go figure, I didnt have any 25 amp fuses left so i used a 15 amp anf both the washer pump and wipers are running off the 15 amp fuse.
Any one else have this problem. It started out of the blue, turned on wiper/washer and they started for about 1 second and quit, the 25 amp fuse was blown. Put another fuse in and it blew immediately. Any help would be helpful. I am going to start troubleshooting it this evening.

Thanks for all the info, after driving it to town and back the pressure has stabalized at 15 psi on the filter outlet. Again thanks for all the help.
Checked my pressure and it was swinging from 15 to 5 psi. It would stay at 15 for about 5 seconds and drop to 5 for about 5 seconds this is at idle speed, pressure stayed at 15 psi at high idle. This is after filter change. Is this normal or is the lift pump going bad.
I have developed a fuel leak on filter heater. It appears the leak is where the wires go into the heater on the top of the filter. I have been to the Cummins dealer and matched the filter head but there is no part number for the heater also checked Fleetguard and no luck. Dodge dealer want's...
