As far as the stud size, we have 9/16 X 18 on both 2500 & 3500. Interchanging a 14mm X 1.5 will seem to work but they are a little looser than the 9/16. I've stripped the knurling on 3 studs getting these mixed up.

Possibly, but I've yet to hear/read/see anyone ticketed for this conversion which by now has to be in the tens of 1000s. HIDs are practically required after seeing that glowing birthday candle Ram calls halogen headlights.
