'00 VIN plate location

I have a '00 3500 Ram, 2wd 6 spd. The VIN plate on the dash under the windshield is obscured by the black tint trim on the windshield. This is not the OE windshield, it has been replaced. It appears the windshield has the space on the trim for the VIN plate placed incorrectly. The edge of the VIN plate is 5 1/8" from the rubber molding that runs around the windshield. All other VIN numbers on the truck check out, they match the plate on the dash. The CarFax report shows this as a clean title.
Just bought this truck, still waiting on the title transfer. This just looks funny to me. Can anyone tell me if their VIN plate is 5 1/8" from the edge of the window molding?

When they changed the dash they moved the VIN and it now requires a different windshield. I saw a TSB about it some where

The change was for 1999.
The TSB is #23-03-00 dated 2-4-00.
It applies to Ram, Dakota, and Durango.
