The KDP was eliminated with a design change in the the middle of 99.

Without removing the timing cover, is there ant way to tell via code or date on the engine tag if one is pre or post design change?

Nope. Have heard of a 2000 without the new stepped up seat for the KDP as well. Better safe than sorry. I would use the KDP Jig & pin it JMHO.
