That does sound rather cryptic Mike.
My buddy is almost positive it doesn't run all the time. He says it's loud and that he would be able to hear it - especially when the hood is up and he's under there doing something.

So I'm thinking that if he attached a gauge then it would have to measure both pressure and vacuum.

Just checked this out, that pump only does as stated above. It does not run all of the time unlike the "B" series.

Donnie just ran into one last week that had an in-line filter from the factory on the chassis. It was a Freightliner with a CAPS pumped 8.3, they like to add the in-line big chunk catching filter.
It had never been changed from what he could tell.

I don't know if Paccar does the same but you might want to check it out.

Thanks Mike, I'll have him check for the second filter.
He said it has gotten a little stronger. He has a hill on I405 he normally pulls in 5th gear and after the new Caps it was going slower. But now he says it's going a little faster on the same hill.
Odd, I can't imagine the pump has to break-in.
