03 fuel/water doesn't drain

My water/fuel light has never lit up in 50,000 miles but I frequently open the drain valve and nothing pores out. Whats the deal?

Turn the key to the "ON" position and lift pund will run for a couple seconds. Turn key off and open drain. Get your fuel at places that pump a lot of diesel and you will probably never have a water problem.
