fuel rail psi 16400- 16800 at 730-750 rpm, engine noisey , 1600 rpm rail psi 8380 psi engine noise normal,

Possible the FCA has stuck and is not backing off correctly, RP sensor is malfunctioning, or you have some bad connections on the battery or grounds.

Replaced FCA took care of problem. Truck has 170,000 just replaced all 6 injectors to repair hard start issues.
