I have to drop the truck off wednesday night for a state mandated emissions/safety inspection (NYS guys know what I'm talkin about). My question to you guys is what , if anything does the muffler have to do with anything as far as emissions are concerned. Since I have pulled the muffler, and never had a cat on the 04 to begin with, I need ammunition against them if they tell me that I need a catalytic converter to pass. I seriously wonder if these "technicians" realize what years do and do not have converters. As far as not having a stock muffler, yeah, it can be loud, but nowhere near as loud as those damn bikes that race past my house at 2 am in the summertime.
 
They won't/can't require you to put the cat if it was manufactured without one. What could happen and probably will happen is you will fail for not having a muffler/noise standards. I just took my car in today. In NJ they walk around the vehicle with mirrors on the end of poles. They were very thorough checking for cats and other exhaust modifications. Good luck
