Hi Michael. I ran into the exact same problem with my 2003 about one year ago. There are two relays on a circuit card located in the PDC under the hood. The fuse box in front of your driver's side battery. I was able to source and purchase the relays. The removal of the PDC was fairly easy although I would highly suggest you take your time and be gentle with the connectors under the PDC. I did minor damage to one of the small ones. Disassembling the PDC is a fairly easy process and I was able to get the circuit card out without much effort. The problem I ran into is the circuit card is covered with a rubbery substance. I stopped there and reassembled the PDC and put it on a shelf. I ordered a new PDC from moparpartsonline.com. The new PDC was about $480 and was ordered VIN specific. It took about 5 days to get to ND. The first thing I did was remove the two 15A fuses for trailer lighting and replaced them with 10A fuses. You can find more information on the fuse change on the TDR website. I apologize as I do not remember the fuse locations but there were two. I want to say 47 and 48 but don't quote me on that. Anyhow, I installed the new PDC and I am back in business. The whole process from removal of the old PDC to engine start following installation was about 1.5 hours. I did take my time and was in no hurry. My old PDC is still on the shelf with the new relays in with it. When I figure out how to safely remove the rubber coating, I will desolder and replace the relays. Seems like a good ND winter project.....
