I am looking at a NEW out of state truck. I live in California. The truck is an '07 5. 9 4X4 with the G56. I understand that there is a kit that makes them Calif compliant. My question is, Can this be taken off after delivery and reprogramed to 49 state parameters?

Dave Smith Dodge in Idaho converts them for free if someone from Calif buys from him. It must not be any big deal if they convert them for free.
 
I thought they were all the same, mine doesn't have any emmision stuff other than the cat, is the difference in the computer? Oh yeah, and why would you want to be Cali compliant, they dont smog check diesels in this state, anything that is going to improve emmissions will probably decrease power/MPG. If this is true, how do I uncomply with the cali codes? What do I take off my truck from the "kit"? I'll leave the kitty alone but what else is stealin power from me?

You should verify this with the DMV, but if you are buying a used vehicle with at least 7000 miles on it from out of state, I believe the vehicle does not have to meet CA emissions standards to be registered there. There may be a clause that you had to buy it because you were out of state and broke down, but I think that only applies to purchasing a new vehicle without CA emissions.

I factory ordered my '07 and there was a "California Emissions" check-box which I made sure stayed unchecked. Also bought my '06 off the lot without "California Emissions" but several other rigs were optioned with it. Dealer didn't know the particlulars but said lots of border state rigs were sent with it.

I am speaking from experience. I bought a brand new truck from OR and made sure it had CA certified truck. When I took it to the DMV for the VIN verification, the inspector made sure the engine sticker on the mighty CTD had CA emission statement on it. There is no other way around this. I also bought a used VW TDI from TX without a CA emission but when I took it to the same DMV with the same inspector, it was not a problem since it had over 7,500 miles on the clock. Be careful! As far as I know, there is no difference with CA certified and Federal certified trucks. From what I gather, each CA trucks that comes out of the factory is tested for emission while a Federal truck just one in every 100…I don’t know how true this is but it came from a reliable source.

Good information! When you get a Ca certified vehicle you not only get an engine mounted sticker but a "Certificate of origin" which stated where it was made and along with a notice that it is legal for sale in Ca. I can say that Dave Smith is well versed in sales of Ca vehicles and provided me with all the paperwork to enable me to register this beast here. The clerk looked long and hard but could find no discrepancies. :) If I hadn't had to wait 25 minutes for the inspector to make it to work,the whole shebang would have taken all of twenty-five minutes. P. S. There's no way to my knowledge that DSM can alter the emission certification status of any vehicle. Vehicle must bear that certification from the factory.
