I am not at all sure what there is to LIKE about this !!! JK!!!

But serioualy, any ideas as to what actually happened??

There must have been SOME water in the tank (since the reporter mentioned a "tsunami") though obviously it must have been BELOW the level if the weld.

I wonder if he was ark welding and then electrolysis cause a hydrogen build up in the tank??

Thats assuming that it was hydrogen that caused the explosion, but I cant see how it could be anything else !!!
 
It seems more probable that he was working on the water treatment end of the plant.
Chlorine is not flammable but will react violently under the right conditions.

I guess that is more then possible, but the way the tank blew straight up into the air I assumed it was buildup of gases in the tank itself,

Maybe if he was welding on the treatment side, the gases travelled into the tank and then something ignited it?
 
Chlorine is an oxidizer. It’s not flammable but will cause fires to burn hotter due to oxidation. As an oxidizer, it will cause intense fires as well as explosions. If there was chlorine or chlorine gas in the tank, the welding could have cause the explosion.
