12 valve fuel filter

Is there any reason why someone would put an adapter on where the factory fuel filter went and put the filter down attached to the front bumper corners support, just in front of the wheel well? This not only seems sketchy AF but a terrible location for my fuel to be running.

Any words of advice here?

Ya just a relocation kit I’d assume. Prime-loc made one that mounted on the intake horn, sounds like someone might of made a home made one to make it easier to swap them out.
