Engine/Transmission (1994 - 1998) TQ converter bolts

A friend of mine has a 94 or 95 i believe. The truck has what i call a shutter in the motor from off idle to about 2000 rpms then clears up at anything above that. Has done it since he bought the truck stock. He has put in larger dv's and i believe inj. also. anyone have any tips? I told him to check his governor springs but couldnt think of what else may cause that. Theres no fuel leaks either. thanks,

Does the engine feel like it's "missing"? I'd still replace the rubber lines from the chassis to the engine, they don't activly leak fuel but will suck air and when they DO start leaking fuel the engine will feel worse, mine are leaking, my "fun" job today is to replace the lines
 
Check the Overflow Valve. almost sounds like a fuel pressure at RPM problem. Check fuel pressure and that will tell you.
 
Not sure what kind of shudder you are talking about but when I had the stock pump with DVs and injectors it would buck a little to about 1300 rpm. Changed out the gov springs with 4k and the problem was taken care of. I only know about this problem with the 160hp pumps in the 94 and 95
 
I think it did it stock, so he's done dv's and inj, and the problem still exists. I told him to check to see if his gov. springs are even and maybe bump them down a click or two, but sounds like everyone above is prob. correct with the overflow valve. I hadnt thought of that.
