what controls od on 1993 d250, will stay in and not consistant, everything else works ok. can it be locked up manually?

Yup, I think this should be in "First Generation. . " forum.

However, one place to start looking is the TPS (throttle position sensor) if it is not set properly you'll have OD problems. Also your kickdown linkage may be a bit outta wack. Try a search for 'TPS' in this forum as well as the "First Gen Archives". If you need more help email me and I'll send you some specific info on voltage setting and checking. In the mean time others will no doubt kick in some more ideas.
