Engine/Transmission (1994 - 1998) 1996 2500 4X4 Rear Brake TSB or Cylinder Upgrade

Does anyone have information on how to reference the TSB that Dodge put out to increase the size of the rear brake cylinders to a 1 ton size if your truck is at or over 80% capicity for the majority of the time? Also, I understand there is a article that lets you know the details to change it our yourself and identifies the replacement cylinders. I appreciate your time and assistance.
