Engine/Transmission (1994 - 1998) 1998 12 valve oil psi

got A 98 12 VALVE oil psi question . put a gauge on the port on the top of oil filter it reads the same psi as the electric sending unit thats in the oem pressure port ,engine is in a 2001 ford f350 we have 60 psi cold but drops to 40 after engine gets up to operating temp high idle 12 psi low idle . the wierd thing is the oil psi goes up when you let off the throttle say in a downshift no load on engine when you get back on the throttle the psi goes down again .
