2nd Gen Non-Engine/Transmission wont run past 2000 rpm?

:confused: I INSTALLED A JACOBS EXHAUST BRAKE IN MY 1998. 5 24 VALVE. THE EXHAUST BRAKE SOLENOID GETS FIRED FROM THE CUMMINS ECM PIN 20. ON THE 1998. 5 THE ECM NEEDS A CALIBRATION UPDATE DONE SO PIN 20 RECEIVES A 12 VOLT OUTPUT TO FIRE THE SOLENOID. A CUMMINS DISTRIBUTOR/REPAIR SHOP IS SUPPOSE TO BE ABLE TO PERFORM THE CALIBRATION UPGRADE TO THE ECM BUT MY LOCAL CUMMINS SHOP IS HAVING PROBLEMS FINDING THE RIGHT CALIBRATION PROGRAM. 1999-2002 5. 9 ISB ENGINES ALREADY HAD THE RIGHT PROGRAM IN THE ECM TO PROVIDE THE OUTPUT TO PIN 20. HAS ANYONE ELSE HAD THIS PROBLEM AND DID YOU GET THE BRAKE TO WORK PROPERLY?
 
Had the same problem. Cummins dealer installed brake in 1999. This was the first one they had installed on a 98. 5. Spent the whole day trying to get it working. Finally they called Chrysler,problem solved. Tec told me it was computer feature that had to be "turned on" with 98. 5 only. 1999 and up this feature is turned on.
