I don't know the specs, but how I've done tons of rigs is tighten it down (with a ratchet) until you can't spin the wheel, then back off until you can spin the wheel but there is a little bit of drag... . so that if you spin the wheel, it will stop after a few rotations.

I know the specs, IMO, are wrong in the Chilton's book for the rear axle on my truck.

If I go back out to the garage tonight, I'll take a look in the book for a 2wd and see what they say.

I tighten the nut with a wrench while spinning the tire to seat the bearings. I then back it off and only tighten it finger tight. I don't wrench it at all.

From the 99 service maunual.

preloaod to 30-40 ftlbs while rotating wheel, completely remove preload and install cotter pin.

Sounds like what I do, just I don't use a torque wrench.

What I'd do as well is when you do your normal service... oil change, tire rotation, etc check to see how the play is in the bearings. They should be fine, but it's just somthing I like to check to make sure they are getting a little too loose.
