1999 Dodge 3500 Seat Belt

The drivers side seat belt will not extend. It is fully retracted, when I try to extend it I can hear and feel it hitting the internal locking mechanism. How do I get the seat belt out of the seat so I can work on it? Thank you in advance John.

Had the same problem on my 99. The fix is to take the back of the seat apart and buy a new seat belt retract. There is a way to disable the lock but you will have a light on the dash.

Do I have to remove the seat or can it be taken apart while in the truck?

I took the cover off the seat back while the seat was still in the truck. Just take your time doing this. You dont want to tear the seat cover. To re install the cover I turned mine inside out and rolled it back on the seat back frame.
