I have a 92 D350, started running rough and surging with white smoke, replaced injectors with new 190's. Problem is still there.
Recently replaced the head gasket 4 months ago, lift pump 6 months ago, new fuel filter with injector replacement. Also i adjusted the valves, thinking that may have been it. Any help would be greatly appreciated. Also thinking maybe contaminated fuel. Only mods done before injector replacement, turned fuel pin, adjusted star wheel.

Probably time for a injection pump rebuild if you have not had it done lately. May still need it even if it has been done lately. Surging and white smoke is almost always a problem in the VE pump, ULSD is not very kind to them.

I was leaning towards that, something else that makes me believe its the pump, when cruising at 40 mph at a steady throttle, it acts like there is a fueling
issue, it will try to accelerate, then fall on its face, it will continue this until i let off or accelerate past that RPM. Is it possible i am sucking air somewhere ?

If I am reading your original post correctly, you haven't replaced the fuel filter recently. If this is true, I would remove the fuel filter and do a careful inspection to ensure there is no water coming from the fuel tank before I replaced the injection pump. Water in the fuel can cause strange behavior in throttle response.

That also possible as these trucks age. Usually you have long or no starts when you air being sucked into the lines, but, it is degrees of error. Surging driving with no long starts frequently is the governor in the pump reacting to case pressure changes and fuel delivery trying to maintain a constant engine rpm.
 
That makes more sense Cerberusiam, now that you say that. I truly believe the issue is in the pump. The governor spring I can see trying to regulate the RPM, as now it does not seem to be able to reach max RPM's and only developing around 12 lbs of boost, when before it would get to at least 18-20.
I guess I need to find a VE builder near Dallas. I did see a good price on a reman from Pennsacola injectors. Im just not sure about their quality
 
I would not trust anything form Pensacola Diesel. Find a Cummins authorized shop that works on the VE pump, that is your best bet. Pretty sure Cummins South has a shop near you. It will cost more but at least they know what they are doing and usually do not cut corners like a lot of other placers. A badly rebuilt VE pump is junk and if you don't have a local shop to go to you could find yourself having it done again.

I really appreciate all your advise, Ill pop the top off the pump this weekend and take a look at the spring. Any aftermarket suppliers out there you might recommend to purchase a
pump from instead of waiting for a local repair shop to build mine?
