Engine/Transmission (1994 - 1998) 2 fuel heater relays???

As I was working on thr truck yesterday, I noticed that my truck had a fuel heater relay (next to the fuel shutoff solenoid relay) on the firewall that wasn't connected. I looked and looked for the wire, but couldn't find it. I then looked under the pdc and found a fuel heater realy there. Am I missing something, or is this relay just an extra?

Thats how all the 98 12 valves are. The one on the firewall isnt used.
