Would like to know it there is a certian adjustment spot on the WESTGATE rod ? Have a friend that got and eng from a junk yard but the WESTGATE and rod has been taken off. . He asked if he can just block it off. Told him I dont know but was pretty sure you have to have it in use. Any help to pass on to him?

If you delete the wastegate, you have to block the arm so the valve stays closed, or you won't get boost. It is better to get a new wastegate so if you use heavy fueling (power) you don't run the risk of overspeeding the turbo, causing premature failure.
 
OOOPS . Yep guess this old truck driver made a real goof up got a new PC and just did not mark the right spot. But thanks anyway.

The only ways to adjust the wastegate rod are (1) to apply boost to the pot and measure rod movemnt at the wastegate actuator, or (2) see how much boost is achieved in use after installing the wastegate. Due to placement of the turbo on the engine, it would not be easy to adjust the wastegate after installation.
 
I adjusted mine when new and got a couple more lbs of boost, which was equal to that of other owners. Adjustment was easily made from under the truck.
Adjusting it before it goes on the truck isn't going to be easy though. I would use Mr Donnelly's suggestion and adjust it on the bench using regulated air pressure. Then fine tune it on the truck.
