'97 5. 9 cummins won't exceed 2000 rpm no load. fuel pressure is good. strainer clean filters clean. lots of miles.

any smoke of any kind plus make sure the shutoff soleniod is pulling up all the way.

Are you sure you are getting full travel of the throttle linkage?

Check to see if the AFC is working.
