Engine/Transmission (1998.5 - 2002) 2001 3500 Low Speed Searching

My 2001 3500 RPM's shows that the Trans orTC Lock is not constsnt with a steady throttle.

I believe it is the Torque Converter lock not staying locked up.

Is there a way to test and verify this?
