2nd Gen Non-Engine/Transmission 2001 passenger airbag install

Put a new geno's dash in, looks great but am having trouble getting the pass airbag assembly back in. It slides right in til about 3/4 inch from the 4 metal tabs that bolt into the dash hitting home. It acts like it is hitting something metal back behind. The clips for the cover doesnt line up too good either. Fought it for about two hours and decided to give up and try this before i broke the new dash. What am i missing
