ECU is dead or the bus is dead. Start checking grounds and power to the ECU off the driver side battery area. Disconnect the fan as a first step, pull all the battery cables and tie the ground sides together for 30 minutes and see if it will reinitialize.
 
I was told truck started gauges didn't work. Had been assisted with wd-40. They were told to leave it run 3 or 4 mins. Supposedly it would make the ECM come back to life. After it had been hibernating a few years. They said gauges started working. They had a jumper wire to the lift pump. Truck died they thought it ran out of fuel maybe it shut down wouldn't start after. I recently purchased
 
No telling what the issue is. If they jumped the LP wrong it could have fried the ECU. If a scan tool won't connect thru the OBD port the bus is dead, the reason for that could a dead ECU or power problems.
 
A single defective Sensor can Pull down the whole System.
The way to find it is plug out all system except the ECM and see if it answers.
if not pull all sensors and recheck if it answers.
then plug all back in one by one to find the faulty one.
