2006 ram 2500 hissing/scraping noise behind the dash

I have this noise behind the dash that seems to happen the worst between 1600 and 1900 rpm's. It is worse when the engine and fluids are cold. It kind of sounds like a dust shield scraping the left front rotor. I have pulled the wheels and checked for this. I also replaced the power steering lines to the hydro boost assembly. I have replaced fluid, turned wheel many times, and driven for long periods of time. There is no bubbles or foam in the reservoir when running and fluid is full. Anybody have any thoughts or ideas. Here are some items when I put Hissing into the search.

Video of noise. I would pull the fan belt and check all pulleys by hand. Then run engine less than 2 min to see if noise is still there with belt off.
