Sometime it turns over several times and doesn't fire then I stop a retry and it kicks off. I cycle the key before trying to start and can hear the pump running. Also when it is chilly, (35 deg or so) and I start it up and apply the exhaust brake to warm up it is doing some black smoke till it (the engine) warms up a little. What does the FCA control? The fuel pressure to the injection pump or the rail pressure? Thanks. bg
 
FCA controls the amount/volume of fuel into the CP3.

As far as excessive cranking sometimes...you don't have a TST or an Edge box installed, do you? If so, I know my TST causes this condition intermittently. You could also have an injector starting to fail, or my first item I would check, the injector cross tube torque. If the cross tubes are losing their torque setting(42 ft lbs), your truck needs to crank longer to reach the minimum rail pressure needed(3500psi) to fire the injector solenoids. This is what I would do before anything else(re-torque tubes), short of removing a fuel box.

This truck is stock and has 72,000 plus a few miles on it. I bought it new so it has never had any mods. It did have a sticking injector way back when it only had a few hundred miles on it, dealer nursed it with some Mopar additive and it seem to have cleared up. IIRC, 24mm crow's foot for the cross tube locking nut, 19mm for the injector line, with 72k, bet they are all loose...

Remove the intake horn, all injector lines, then re-torque the tube locknut to 42ft lbs. You may want to back them off first to apply some thread locker, I did not but will next time. I found it interesting that by re-torquing, right down the line, all were loose about 1/4 to 1/3 turn, before my torque wrench clicked. Been starting quicker ever since.

Exactly, you cannot see the leak, all internal inside the head till it enters the return fuel lines. That's why a return fuel flow test can be very important in evaluating injector related issues.
