I need an answer - a friend has a 2007 Dodge with the 5.9. He says that year truck does not have the intake grid heater. I find that hard to believe. Searching the forums seems to confirm that they do have the grid heater. This truck was bought in Florida - is there any way that it would not have the grid heater?

It came from the factory with a grid heater, its part of the emissions engine build. If it has been removed that is another story.
 
Look at the 2" aluminum spacer between intake horn and the intake manifold cover plate. If there is an electrical connection on the firewall side it has a grid heater, if it's blank on all 4 sides it has been deleted.
 
No doubt its been deleted and even in Tampa FL it probably wouldn't activate unless it got down to about 48 or so. I deleted mine, live in Mid GA and if it gets into the teens here its struggling to get that cold. If I think about it I'll plug the heater in, but it stays in a fairly reasonable enviroment in the garage.
 
The grid is programmed to operating anytime the coolant in below 180° and the intake manifold is below 66°.

Cummins says they are not needed until below 10°F, I start to see a slight benefit around 30° but they will start without easily into the teens.
