2008 2500 stops accelerating and engine brake stuck on even when idling

I have a 2008 ram 2500 with a manual transmission. While running at highway speed it stops accelerating, the throttle stops responding for about 10 seconds, then will start working again. Also, the engine brake will not shut off, even when idling in neutral. The truck has been EGR and DPF deleted and has a 100 hp tune. Replaced and cleaned throttle body sensors, but didn’t help. Any ideas what the problem could be? Thank you!

It could take a new Actuator for the turbo, check on threads on this in this forum. Geno's garage is selling them as a plug and play component. My Summer catalog from Geno's garage is selling them for $700 each om page 12 top of the page. This is for the exhaust brake issues.

I have some of your symptoms. My next effort is to pull the actuator and verify movements within the turbo (City Diesel who makes these replacement actuators has directions how to verify movements). My plate is full so the actuator verification will need to wait a few weeks.
