Worst case scenario try and sell the vgt unit and go with a fixed turbo if I can't figure out what is going on.
 
If you tow or play in the mountains, you will miss the exhaust brake. I would not own a diesel without the exhaust brake.
 
And a Turbo and brake like that will cost? More than a VGT? Why not figure out why the VGT was not working?

Cost isn't that much different than replacing aVGT. (about $3 vs $2.5-3k for a rebuilt VGT). You would have a more reliable system but it wouldn't be smog legal in a lot of places, especially Cal. Also with our without a Brake a tuner would be required which is an additional cost.

Personally I would try and fix the VGT, I was just pointing out that if swapping to a non-vgt, there are options for the exhaust brake.
 
Finally after three weeks I got the turbo back from the rebuilder, the same code was still present after I got it back in. I decided to check the electrical connection to see if it was the culprit. Ez Lynk has a couple of PID's for turbo vane position and after watching them and manipulating the connector I found the problem to be the electrical connection to the actuator. Thought I would throw it out there that Mopar has a kit to replace the connector, it comes with the connector, heat shrink, wire crimps and two sets of four wire leads the only difference is the size of the wires. You do have to insert the leads into the connector which is pretty simple, just push them in until they click the rest is just cut and splice. The part number for the kit is 68475532AA, costs $62.75. I was told it is dealer only but it can be had from a few other sources online. Currently have no codes and everything is working as it should.

Looks to be a through analysis. Perhaps the wiring between turbo and PCM. Not much else for it to be.
