I have a 95 2500 w/TST power upgrade,aftermarket torque converter,gauges, exhaust brake, etc.
My question; I have never seen anything about a 2nd gear TC lockup. The exhaust brake works beautifully on the highway. The problem is in low speed zones. The exhaust brake is next to useless at low speeds.
Have I missed something on this? I have all the back issues of TDR. Can anyone enlighten me. Is there a reason why the TC cannot or should not be locked in lower gears?
 
I have BD brake with Auto Lock and Pressure lock installed on the transmission. The exhaust brake works in all gears down to about 20 mph at which time the converter unlocks. I use it in city traffic driving solo as well as with a load. sounds like your torque converter lock up is releasing too soon.

if you need a 2nd gear braking call me and i can probably answer your questions faster on the phone, i see that tony from dunrite has a vb that engine brakes in 1st also.
