Does front license braket require hole drilling?

I occasionally get a front end tire rub on my 2003 2500 qc, 2wd. Also, I would like the look of having the front end raised a little bit over stock so it doesn't look like it's nose diving. What if any is the best fix? New springs, spacers, shocks?
