2nd Gen Non-Engine/Transmission 30 amp ignition fuse keeps blowing

My 98 ram 12v is blowing the 30 amp ignition fuse (under hood) I was able to replace the fuse, and drive to a location. It continues to blow the ignition fuse once you exchange the fuse, before turning the engine over.

Now its dead in the water until I know why it continues to blow the fuse.

Where should I look- something grounding out? If so where?
 
If blows before you turn the key it could be wire a grounding *to the ignition switch. Some where under *dash or steering column. But there should be fuse box on side of dash that protects the actual switch.
*Could be problem with the starter relay
There is always power running to it. Usually the relay just quits working.
I did * not notice if you had auto or manual,if auto. When it is in park the relay has a ground to it always. Manual grounded when clutch is pushed in. Relay is activated when switch is turned to start. Then power (from the hot pin in relay) is sent to fuel shut off relay then to the pull up coil of fuel shut off solenoid. Put power is also sent to starter solenoid at the same time.

Pull relay see if fuse blows. *Test pins make sure only there is only one hot pin it should be the one near the battery if it is like 96.
