Why so few small displacement street bikes?

81 Chevy Caprice Diesel

My boss has a 2001 quad cab gasser thats been a pain. Cold damp snow or rain storms it does not want to start. Stuff replaced: coil, spark plugs and wires, distrib cap, camshaft sensor, crankshaft censor. It throws a code that is fuel related. As if was not getting enough fuel at start. We took it on a trip to Indiana to pick up a new truck and it would misfire/slightly sputter at interstate speeds in OD. Drove the truck in 3 the rest of the way back. Could this be something in the wiring harness back behind the distributer? Bad wires/shorted coming from the fuel pump? It drives us crazy! It seems a guarantee when its been damp and rainy that it won't start for us. Get this-take it to a shop with damp conditions and it starts for them. I could go on but any ideas? You could imagine what this was like trying to do snow removal this year in WI.
 
119,000 miles. It will eventually start after it dries out the next day if it is not raining. Boss would put a hair dryer back in the vicinity of the distributer then eventually it would start. Or if he had the chance park it in our shop. Got to the point this winter where he would just let the truck idle all night just to plow snow. It is one of those deals where it will probably run fine all summer unless it snows:-laf
 
There is a seal that runs along the firewall to seal off the back of the hood, they tend to come loose and sometimes people will just toss em out. I would take a look at that and also get a water hose out and spray a light mist back there when its running to see what happens.
