Don't know on your 99, but my 01 the brake booster is hydraulic, "Hydro-boost", works off of the P/S pump, so the vacuum pump wouldn't matter. Is the transfer case popping out or the front hubs not locking?? if it's the transfer case, there is a detent that locks in when you shift it to 4WD. So you might be looking at getting that fixed, sometimes they do that when they are worn.

My dad has bent the fork that engages the collar in the front diff a couple of times. That makes it pop out under a load.

My brother had his t case apart and mistakenly put the collar that locks the gears together in backwards. 4wd wouldn't work either. If you haven't had the tcase apart then that is probably not the problem.

Mine has pop out of 4L a couple of times. It was pretty violent the last time it did it. I had a massive load of wood 4 wheeling up a steep grade. It did not sound the greatest. I think something is not right with my t-case. I am not going to worry about it cause I do not use 4L often.
