Does it sound like it's idling normal? Chances are it just your 06's instrument cluster failing. There's been lots of them.
Apparently it's a matter of poor solder flow. Some guys have taken the cluster out and reflowed all the joints to fix it.
It idles fine. Maybe the cluster is going. I high idled it and it would only rev up to 1200 or so when I used to be able to idle it up to 1500. But my rpm at 70 is still about what it's always been.

I'm not saying it's definitely a failing tach, but I've seen behavior like this in other analog instruments. That is, being incorrect (low) at low readings, and correct at readings around where the needle is vertical. Often an instrument in that condition will read high when the needle is on the right hand side of the sweep range (for gauges that sweep clockwise).
The weight of the needle begins to overcome the torque available from the gauge driver.
