You might want to do a little searching... there's a few threads that cover this in better detail. In short, though:
1. MOST 4bt's I've seen are like the 1st gen rotary pumps. They can be tuned the same ways as 1st gens. Very common, used on repowers in bread and delivery trucks.
2. 94 and newer 4bt's had a p-pump, that can be turned up. There are very few on the market, as far as I've seen. Most of the ones I have seen, are usually off-road only engines, wouldn't work well on an on-road application.
3. There is an ISB version, more power in stock form. VERY rare.
4. IIRC there is now a common rail version, if you want to shell out some big bucks. Check cummins' site.
