Engine/Transmission (1998.5 - 2002) 4X4 transfer case shifting

my 1998 dodge 3500(automatic) will not shift in low range what could the problem be?

I have my '99 rolling at barely a crawl in nutral and push it crisply. Seems to work where other techniques did not. 4 low is not necisarrily shift on the fly.
