So removing the CAT is illegal? What about modifying the CAT? Would a fuel box mess with emissions control and be illegal too? Injectors as well? My 1997 had a cat and passed emissions after it fell off.

sure, its illegal to tamper with an emissions device. Thats a Federal law I beleive. whether or not you get caught is another story. same for modifying. The issues is whether or not local emissions testing will catch it. It may be that local emissions will lag way behind the feds -- remember that the emissions standards that your truck has to pass before DC can sell it, are a different set of standards in your community. But the local testing stations frequently inspect for certain pieces of equipment, and the might start looking for the cat.

Its not illegal to put on a fueling box, but it is illegal to sell them as street legal devices if they are not certified by the EPA. But, again, that doesn't mean it is illegal for you to use one. turn it down or off or remove it completely when going to the emissions station :D. My 02 had an Edge Comp box in EZ mode and I just turned its low-boost fueling way down for the test and it passed with flying colors.

I went to the 305/555 3500 SRW from a 2002 Ram2500 with the camper package and the HO diesel. Even though the 2500 was supposed to be equal to a 1T due to the extra package, there is a world of difference in the towing and pulling feel of the two. The 555 is a hauler and does all I want (except the sick MPGs). The MPGs have come up to 14. 5 around town and I haven't hit the road with it yet to se what happens at freeway speeds. Given the choice again knowing what I know now, I would STILL buy the 305/555.

ditto Frank. I traded my 02 2500 for an 04 3500. the longer wheelbase, wider stance, different frame, means its a completely different truck.

Just an interesting aside on emissions testing: I took my 04 in for its first annual test, and left the Volumizer box on by mistaken -- on its 100HP setting. I still passed. But all they test is opacity (smoke) at idle and at 2000 rpm unloaded. The threshold is 40%. The volumizer measured in the mid 30s.
