I was doing some clean-up in my shop the other day and came across a prototype sample of the initial clean air duct for the HPCR. It was a blow molded duct with overmolded rubber cuffs on each end. The engine roll bellows was in the vertical section of the tube which allowed rather generous rads at the elbows to the point that the lower elbow had an indent for the oil filter. When Dodge requested the addition of the noise filter, it took the place of the bellows, which required the bellows to be moved to the upper horizontal section, which forced the down tube more vertical and closer to the turbo inlet. I believe that the combination of filter and tighter rad, especially at the lower elbow, both contributed to the increased restriction which was addressed by the directional vains in the lower elbow. The 6. 7 system had the noise filter from the beginning and a single directional vain was extended from the noise insert but the 6. 7 system does seam to have more generous rads at the elbows. If anyone would like to see some pictures I can email but I have never added pictures to posts and am not sure of the process.
BTW, this sample had a larger nipple on the upper elbow portion of the duct so Dodge was considering a PCV connection at the beginning of the HPCR program.
