Is any one else having hard shifts when letting off the pedal between 30 to 45 mph Just city driving stepping down easy on pedal then letting off between stop lights. lights are about 4 block between them feel
 
I know that my truck is not a 13 but I do have the 68RFE in it.

What gear are you driving in and is the exhaust brake on?

I have had this issue on and off when the transmission is very cold just started driving in the morning in the winter months. Once the transmission oil warms up no issues after that. This will occur with and without the exhaust brake on; but it is much more noticeable when the exhaust brake is on. But I have found with my truck to manually lock out 5 and 6th gear in town this seems to help and keeps the RPM's up. Just a suggestion for you to consider.

is it in 6th gear or drive and not in tow haul? I eliminated a lot of the quirky shifting issues by using 5th gear around town so it would not got into 6th until I was over 50 and up shifted myself. I found it in 6th at 1K RPM and lugging often otherwise.

Cummins, 80% of my driving is under 50mph in town. Tried the TH and it winds the rpms out more and I actually lost mileage. With the exception of the EB slowing to 30mph or less, TH in my situation cost me fuel.

What I have found for my situation is keeping it in 5th, under 50mph in town with EB on I get around 16-19 MPG on the evic. Usually around 18ish, with a few taps up toward 20mpg. Now thats driving without my foot in it and not worrying about racing to the next red light.
 
I agree about the mileage but I hate the lugging. It's just easier for me to hit both buttons after starting and letting it do it's thing.
