68RFE fluid flow in park or neutral or both?

Does fluid flow in park on the 68RFE? The reason I ask is my truck has to be in park for the high idle (the cruise control one) to work. I can not turn it on in neutral.

I believe in the ASK THE ENGINEER THREAD one of the them stated that it flows in both neutral and park you can check the thread to make sure i read it right... .

It's driving me nuts, where the heck do you find this stuff. I used your link which works perfect but still would like to know how to find out about this stuff or where to search for it. The search feature is obviously flawed since I typed in the search words and it came up with a gazillion other posts.
