Hey I am a full time mechanic for the army guard and I have a 936 A2 wrecker (for those in the army) and for those not it is a 5 ton 6x6 with a 8. 3 cummins in it and I have big problems 60mph down hill lucky 30mph at the top unloaded even worse loaded (this is a wrecker so it is draging something all the time) and I have been in the exact same style truck and it had no problem making it. This truck has a new motor ( someone blew a coolant hose and did not stop) so I know it is not the motor it does have a tiny fuel filter on it I and about to bypass it to see if it is to restrictive but I was wondering how to adjust the injector pump? It has a very similar pump to the later 12 valve but minis the electric stuff. My higher level maint told me that it was the torque converter I don't see how because you put it to the floor from a stop and it will take about 15 sec to get it to get to 1800 rpms we had to low lock it to day going up a hill in town because it powered out unloaded #@$%! so I am just looking for some ideas to fix it anything.

how is engine speed when having trouble pulling the hill? was the ip rebuilt or just swapped over from the old core engine? governor on the pump ok?. i believe the cta is governed at 2500-2600rpm or so
 
If you're positive the engine is good, then something is causing a massive drag. Is the transmission cooled by engine coolant? If so, did the transmission burn up when the engine blew due to lack of coolant?

Just to be sure - the parking brakes aren't on, right?

does have some black smoke but not as much as the other ones I have worked on the air filter is new fuel is new it is the pump that came with the new motor it has a seperate cooler for the trans the brakes are not dragging and it does govern about 2500 and it will get their down hill but it is a dog up hill. Thats why I have been wondering if this pump is set for the cargo style trucks about 20. 000 lbs less because of the wrecker bed and winches
