My 89 won't cycle until the temps are below 15*f or so. Are you saying last winter/temps your grid heater came on during the temps you are seeing now? Don't worry the non-Dodge 5. 9 apps, they don't use grid heaters, and they start just fine. Good starter, big battery you shouldn't have any problems. I'd be concerned with air getting in the fuel system somewhere between the tank and pump etc. This will cause hard starting as well. What size battery do you have btw?
Edit: for gl, early 89's came with grid heaters that do not turn on til 15*f or below. After those early models, the gh's turned on 59*f or below. To convert, well I've swapped thermistors, the grid heater assembly, and still doesn't come til 15*f or below, might be controlled by the relays or the box thingy on the firewall.
